Built from public city pressure signals

City Stress Index combines public civic-pressure signals including emergency-call pressure, 311 service requests, crime/public-safety data, weather, Census baseline factors, and future traffic and fire/EMS layers.

Source cleanup status: Las Vegas 311 is now confirmed through the official ArcGIS API. Houston 311 is confirmed as a daily MTD file source and needs the next importer/parser pass.
